What is manufacturer responsibility for packaging?

Producer responsibility for packaging is a piece of legislation that ensures that companies take responsibility for the packaging they put on the market. It involves requirements to collect, recycle and report packaging waste to reduce environmental impact.

Who is subject to producer responsibility?

Producer responsibility applies to all companies that produce, import or sell packaged products in Denmark. This includes
Producers: Companies that manufacture products with packaging.
Importers: Companies that import products with packaging from abroad to the Danish market.
Sellers: Companies that sell packaged products directly to consumers or other businesses.

On which products is there producer responsibility?

Producer responsibility for packaging in Denmark applies to all products whose packaging ends up as waste, including plastic, cardboard, metal, glass and composite materials.

This responsibility includes primary, secondary and transport packaging.

If your company imports, produces or sells products with packaging in Denmark, you are covered by producer responsibility.

How companies meet the requirements

To meet the manufacturer responsibility requirements for packaging, companies must follow these steps:

  1. Become a member of a collective scheme
    As of January 1, 2025, it is mandatory for companies to be members of a collective scheme that handles reporting, reporting and payment on their behalf.
  2. Register your business
    Companies subject to producer responsibility must register in the producer responsibility register and ensure proper reporting of the packaging they make available on the market.
  3. Report the quantity and type of packaging
    It is important to report accurate data on how much and what type of packaging the company uses. This is used to calculate contributions to recycling and waste management.
  4. Pay fees for recycling
    Companies will have to pay fees based on the quantity and type of packaging. These funds go to fund collection and recycling.
  5. Monitor and document continuously
    It is a good idea to have internal processes for monitoring and documenting packaging use so that the company can always fulfill its obligations correctly.
